Garry Monk left his role as Cambridge manager on Sunday after his side's 1-0 defeat at home to Exeter left the team three points adrift at the bottom of the League One table and eight points from safety after just one win his last 13 games.
The former Swansea and Leeds manager took over at Abbey Road in March last season, with the Us four points above the drop zone in the third tier and survived relegation by the same amount, but hasn't been able to steer clear of the drop zone this season.
Rooney has been without a managerial job since his sacking by Championship side Plymouth at the end of last year, leaving the Devon side rock bottom of the second tier and four points from safety.
The 39-year-old is yet to manage in League One but if Plymouth get relegated this season it would leave all three of his Championship managerial appointments ending in the club's relegation, so a step into the third tier may not be off the cards.
